Mystery photo number fifteen

It leads to a landmark.

A short walk uphill from here is a landmark named for two people who never knew it existed. Can you tell what it is?

That’s the one-point question. If you know the answer, you should also know the state, and should be able to find out who was governor of that state on the day it assumed ownership of the landmark from the federal government. That’s worth three points.
